If the photos are modest and not alluring, it is permissible. But if the photos include makeup and adornment and have a kind of allure to them, then it is not permissible. The owner of this business should fear Allah Almighty. It is possible to only post suitable and modest photos of the workers and state on the website: "More workers and examples are available than what we have displayed." On the other hand, one must be aware that publishing the photos of these individuals for advertisement and promotion without their own permission is not permissible.
